Why do some people like to cause problems in this society?

A group was protesting a recent court decision that said expressive dancing is the same as picketing and marching...banned in certain areas of national monuments. A young girl was arrested or fined because she started dancing at the Thomas Jefferson Memorial. First off, why did she feel she had to do it? Was it to stir up trouble, get in the news? Why does this society accept any kind of behavior and protect it under freedom of expression? What says you?
