Elderly woman wandering around my neighborhood? (a little long but please read)?

Call Adult Protective Services in your area and file a report or you can report her to the local police who will send an officer out, not to arrest her but to evaluate her and find out what her living situation is and if she has family that should be taking care of her. Good luck.
